
On May 22, 2025, the Guangdong Provincial Higher People's Court, the Provincial Social Work Department, the Provincial Department of Justice, and the Provincial Department of Housing and Urban-Rural Development jointly held a joint meeting on diversified dispute resolution in property services, and signed a memorandum to strengthen the front-end governance of property disputes. They innovatively established a new comprehensive governance model of "party building leadership + administrative norms + diversified mediation + judicial guarantee", aiming to resolve property disputes at their source and explore new paths for standardized development of the property service industry and modern long-term mechanisms for grassroots governance.

Gong Min, a lawyer from our firm, was invited by the Guangdong Provincial Higher People's Court to participate in the discussion as an industry expert.

Wang Haiqing, member of the Party Leadership Group and Vice President of the Guangdong Higher People's Court, Zhuang Kan, First-level Inspector of the Provincial Social Work Department, Chen Yongkang, member of the Party Leadership Group and Deputy Director of the Provincial Department of Justice, and Liu Wei, member of the Party Leadership Group and Deputy Director of the Provincial Department of Housing and Urban-Rural Development, attended the meeting and made speeches. The Guangzhou Municipal Housing and Urban-Rural Development Bureau, Shenzhen Intermediate People's Court, Foshan Municipal Justice Bureau, Heyuan Yuancheng Court, Qingyuan Qingcheng Court, and the Party Committee of Shatian Town, Dongguan City successively shared their experiences.
More than 80 people, including responsible comrades from relevant departments of the Guangdong Higher People's Court, the Provincial Social Work Department, the Provincial Department of Justice, and the Provincial Department of Housing and Urban-Rural Development, as well as responsible comrades from social work departments, housing and urban-rural development bureaus, justice bureaus, and courts in six regions including Guangzhou, Shenzhen, Foshan, Dongguan, Heyuan, and Qingyuan, attended the meeting.
The meeting emphasized the need to strengthen front-end governance of property disputes; it was clarified that a provincial-level collaborative governance mechanism would be established, and four departments would launch a combined effort; the meeting proposed that street community party organizations should increase the proportion of party members in the formation and reelection of owners' committees, promote the establishment of party branches or party groups in owners' committees and residential areas, weave a dense grassroots governance network led by party organizations, and enable party members to play a pioneering role in dispute resolution, so as to achieve the goal of "keeping minor issues within the residential area and major issues within the community".

At the meeting, lawyer Gong Min, as a representative of industry experts, delivered a speech on the theme of "Deepening the Construction of Diversified Dispute Resolution Mechanisms and Promoting Efficient Resolution of Property Service Disputes". Drawing from his 17 years of practical experience in property legal affairs, he analyzed the crux of property disputes and proposed optimization paths for diversified dispute resolution mechanisms.
