

On April 24, 2025, from 16:00 to 18:00, the first plenary meeting of the Second Group of the 11th Economic Crime Criminal Law Professional Committee of the Guangzhou Lawyers Association was grandly held in the conference room on the 23rd floor of Guangdong Hebang Law Firm. The theme of this meeting was "Strictly Abiding by Discipline and Jointly Promoting Professional Development", focusing on the study of the spirit of the Central Eight Provisions and the annual work deployment. Lawyers He Runrong, the Vice Chairman of the Economic Crime Criminal Law Professional Committee of the Guangzhou Lawyers Association, and Lawyers Luo Xiang, Liu Shiman, Liu Shibi, Zhang Zehua, Xie Jun, Lu Xin, Chen Lizhi, and Luo Kaichong, members of the Second Group, gathered together both online and offline to discuss professional construction matters.
1. Lay a solid ideological foundation: thoroughly study the spirit of the Central Eight-Point Regulations
At the beginning of the meeting, the entire committee members studied the "Eight Provisions and Their Spirit of the CPC Central Committee" in a special session. Deputy Director He Runrong led the study and emphasized that although the Eight Provisions are targeted at party and government organizations, their core essence of "strict discipline, pragmatism and efficiency, and integrity for the people" is highly compatible with the professional ethics of lawyers and serves as a "compass" for criminal defense lawyers in their practice. Taking into account the characteristics of the legal profession, he stressed that the entire committee should be guided by the Eight Provisions, adhere to the bottom line of integrity and self-discipline in their practice, eliminate formalism, serve clients with a pragmatic and efficient style, and uphold the dignity of the law with excellent professional qualities
1. Strictly adhere to the bottom line of discipline: Eliminate "collusion-style" defense, refuse illegal banquets and benefit transfers, and uphold judicial credibility through clean practice;
2. Avoid formalism: seek "reality" in reviewing documents and obtaining evidence, "precision" in legal documents, and "effectiveness" in case discussions, replacing "superficial tricks" with solid professional expertise;
3. Practice law for the people: Recept clients with patience and empathy, handle cases related to people's livelihood while considering social impact, and use public legal education to bridge the gap between the public and the law.
The committee members unanimously agreed that the spirit of the eight provisions must be translated into concrete actions - from annotating key evidence page by page when reviewing documents, to accurately citing legal provisions in defense statements, to focusing on practical problem discussions in industry activities, in order to build a solid foundation for the rule of law in criminal defense with a "strict" style and a "practical" attitude. During the learning session, the committee members exchanged views on "how to integrate the spirit of the eight provisions into criminal defense practice", and unanimously agreed that procedural justice should be strictly adhered to in case handling, illegal banquets should be rejected, and documentation should be streamlined, in order to fulfill the mission and responsibility of legal workers through practical actions.

2. Gather professional strength: Clarify annual work tasks
Deputy Director He Runrong provided a detailed introduction to the work arrangements for the group in 2025, highlighting three core tasks: organizational construction - strengthening the foundation of collaboration, training and research - deepening professional expertise to achieve practical results, and expansion and innovation - extending service paths.
3. Enhancing collaborative consensus: Committee members' exchanges and work deployment
During the self-introduction session, all members of the second group spoke in turn, sharing their professional experience and research directions in the field of economic crime criminal defense, creating a lively atmosphere. In the subsequent discussion session, the members actively contributed suggestions regarding the implementation of work such as "selecting the theme for a seminar with more than 100 participants" and "guiding the direction of business topics", initially determining key research directions and planning to submit specific plans after the meeting.

The meeting came to a successful conclusion with a group photo. The second group will take the spirit of the Central Eight Provisions as its guiding principle, solidly advance its annual work tasks, delve deeply into the field of economic crime criminal law, and contribute professional strength to safeguarding the legitimate rights and interests of the parties, promoting the construction of a law-abiding Guangzhou, Guangdong, and China, with a rigorous attitude, innovative thinking, and collaborative spirit, jointly writing a new chapter in economic crime criminal defense.
