-- In May 2017, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Implementing the Legal Popularization Responsibility System for State Organs, Where the Law is Enforced, the Law is Popularized".
Recently, the 2024 annual Yuexiu District National Organs "Who Enforces the Law, Who Promotes the Law" Performance Report Evaluation Meeting was held at the Yuexiu District People's Government. The purpose of this meeting is to implement the responsibility system for law promotion, which was clearly defined in the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China, that "who enforces the law, who promotes the law". It aims to further improve the work of legal publicity and education, enhance the main role of national organs in law promotion, encourage innovation in law promotion forms, and intensify targeted law promotion efforts. This will bring the rule of law closer to the people, consolidate the foundation of the rule of law, strengthen the power of the rule of law, and make the rule of law more effectively safeguard the process of Chinese path to modernization.
Lawyer Jiang Ting, a senior partner at He Bang Law Firm, executive director of the management committee, and chief legal advisory expert in Guangzhou, was invited to participate in this review as a legal popularization expert.
At this meeting, the effectiveness of law popularization among four units, namely the District Bureau of Culture, Broadcasting, Tourism, and Sports, the District Emergency Management Bureau, the District Disabled Persons' Federation, and Hongqiao Street, was evaluated. During the meeting, each unit presented highlights and achievements in law popularization work and shared their experiences in this regard.
Lawyer Jiang Ting commented on the performance of the four units: Overall, the leadership of the four units attached great importance to it. Leading cadres took the lead in respecting, learning, abiding by, and applying the law. They adopted methods that the masses liked and welcomed, enhanced the pertinence and effectiveness of legal publicity and education, and formed a publicity system with their own characteristics.
Lawyer Jiang Ting suggests leveraging the principle of "one case is more effective than a dozen documents" proposed by General Secretary Xi Jinping in his speeches, integrating law enforcement and law popularization, and producing more high-quality "rule of law products" to serve Yuexiu.
2025 marks the final year of the "Eighth Five-Year Plan" for law popularization. The lifeblood of the law lies in its implementation, and the significance of law popularization lies in understanding and abiding by the law. The innovative exploration of designating law enforcement entities as the responsible parties for law popularization reflects the firm determination of the Yuexiu District Committee and District Government to promote good governance and high-quality development through sound laws. A series of law popularization practices by the four units under review have put into practice the mission of "promoting good governance through the rule of law" in the central urban area.
