On April 29, 2024, the Housing Construction and Landscaping Bureau of Tianhe District, Guangzhou organized relevant personnel from 21 neighborhood committees across the district to participate in a specialized legal training on administrative supervision of property management. Lawyer Gong Min, a senior partner at He Bang Law Firm, executive director of the management committee, and head of the property management legal team, was invited to serve as the keynote speaker for this training.
This training is divided into four parts, including: explanation of key content from the "Work Guidelines of the Tianhe District Property Management Committee" and solicitation of opinions for revision; practical operation of the "Work Guidelines for Electronic Voting and Proxy Voting in Tianhe District" and solicitation of opinions for revision; recent typical cases and changes in some standards; and exchange and Q&A.
During the training, lawyer Gong Min provided in-depth explanations and analyses on key contents such as the identification standards for counting public construction supporting facilities into the total area of private parts, the calculation rules for the area of private parts of parking spaces and garages, the vote counting rules for different voting matters, the conditions for the withdrawal of property service enterprises and the initiation of temporary employment of property service personnel by street offices, based on laws and regulations and a large number of cases. In the final Q&A session, she also answered legal questions raised by various street offices one by one or provided suggestions for handling them.
After the training, the participants expressed that the training was highly targeted and practical, with content closely aligned with the actual work. It provided practical and feasible suggestions for government staff to perform their duties in compliance. The content was easy to understand, with clear and concise analysis of case law application and procedural clues. It received unanimous praise from everyone!
